atmosphere) where CO2 is present. The diatom phytoplankton absorbtion of CO2 is similar to how trees absorb CO2 in the photosynthesis process. Upon this CO2 intake the diatom phytoplankton mass is increased and becomes heavier than water. If it is not eaten by the marine life it will die and sink to rest on the ocean floor.
Most of the world’s oceans are not subject to the confluence of sharply differing temperatures. As a result, most of the ocean currents flow horizontally prohibiting plankton blooms. However, in arctic waters, when these horizontal currents come in contact with cold water, vertical currents result which in turn bring the nutients and plankton to the surface area, where the missing ingredient of sunlight is now available. The result, prolific plankton.blooms..
It is further necessary to understand that in tropical and sub-tropical waters, nutrients and phytoplankton tend to stabilize in a layer about 1000 feet below the surface. This is far too deep for the sunlight to be able to come into contact with the phytoplankton. Therefore, the layer stays dormant until the horizontal current comes in contact with cold water from the arctic, as noted above.
However, if a practical method could be found to bring large volumes of this layer of nutrients and phytoplankton to the surface in these tropical and sub-tropical ocean waters, vast additional quantities of phytoplankton would be produced. Like additional trees, more additional CO2 absorption would occur.
The University of Hawaii, and enterprising graduate students from this university, have recently tested the theory of an automatic ‘straw-type’ pumping device that will pump up water from this 1000 ft depth using wave action to activate the pump automatically. Their invention may or may not be unique, but it is very simple, and in their recent test, was proven viable.
Of course a more viable model will be developed. This is not the thrust of the Marshall Concept/Plan. The Marshall Concept/Plan will mobilize the University of Hawaii’s experiment into action.
The Action Plan for the Marshall Concept/Plan
The plan can be somewhat compared to the harvesting of oyster beds. Many fishermen lay down oyster beds with a floating tether, which identifies it as belonging to a specific fisherman. They establish this as ‘semi-rights’ simply as being the first to claim a certain area.
As the U.S. was being settled, it established ‘the homestead act’. If you lived on a section of land, you simply claimed it and then the government deeded it accordingly.
So how can the everyday citizen take part in farming these ocean waters with variations of these automatic ocean pumps? This is where the Marshall Plan/Concept comes in.
First the world's oceans need to be plotted into square kilometers (all 361,303,000 of them) and a number assigned to each square kilometer. Next, the assignment of particular square kilometers to individuals who would like to someday own 'pumping rights' or 'plankton rights' to their particular square kilometer and record these ‘semi-rights' with the Library of Congress and keep a company database of the names, plot number, plot location and a description of these semi-rights. Upon a minimum of 5,000,000 individuals have claimed their square kilometer (assigned randomly for the first 5 million at NO charge) the Marshall Concept/Plan can be deployed. With claiming your individual ocean plot (no more than one per valid email address) you will be sent the coordinates of your ocean plot.
We will get legal assistance to create the legal language for your claimed rights. We then plan to send this language and associated rights to you via email (after verification of your email address) in a form suitable for printing and framing.
Once 5 million have made claim to their square kilometer we plan to hold our first annual meeting to which you will be invited (likely we will have to limit attendees to the first 1000 reservations). At this meeting we will present a business proposal through which we can truly put legs on this project. It is expected that the proposal would give these 5 million free founders stock. At this point it is likely that we would vote to accept no additional free claimants and set a price for the remaining 356 million ocean plots. With this capital, international promotion will begin and the original 5 million claimants receive a commission from sales to second tier claimants. Salaried government, environmental specialists and office personnel will be contracted and/or hired. It is expected that we will receive significant free advertising and requests for TV interviews. .
Governments could call this the ‘water-stead act’ or 'plankton-stead act' and would convert ‘semi-rights’ claimants as actual ‘phytoplankton rights’. Once the semi-rights are converted to actual rights recognized by governments (likely governments who are part of the Kyoto Treaty) real economic income could be realized to each semi-rights/actual rights claimants.
.It is then anticipated that large entities, who would deploy 10’s of thousands, if not millions of these automatic water-pumps, would want to consolidate their rights into contiguous square kilometers for ease of deployment and maintenance.
These consolidated blocks could be sold to large companies who will collect the funds for growing these plankton blooms. With this, the original claimant would have the choice of an outright sale or simply collect royalties.
With the implementation of this CO2 'mopping up process' assisting in ridding the world of all this excess CO2, the owners of these rights should receive residual income in direct proportion to the quantities of CO2 consumption by the diatom phytoplankton.
The over-riding purpose of implementing the Marshall Concept/Plan is to clean-up the excess CO2 and reverse global warming. However, this plan WILL NOT WORK if the world's rainforests are allow to be destroyed. The world's rainforests are critical in keeping the world's oceans healthy.
The populous will not quickly convert from the burning of fossil fuels. A separate fossil fuel usage tax must be assessed. These funds will be used to compensate facilitors of all 'green' solutions of which the implementation of automatic ocean water pumps will be a major part. The claimants/owners of the 'phytoplankton rights' will receive residual incomes - likely for generations.
A by-product of these ‘phytoplankton rights’ is a likely large increase in marine life. This would also result in an additional income from fish harvested from areas of your ‘phytoplankton rights’.
